Who said that "a rising tide lifts all boats" (which refers to the theory of trickle down economics)?
Was it Ronald Reagan, George Bush, Paul Volker, Henry Greenspan or someone else? Anybody know?
difficult question to answer and one of the best questions I've ever been asked to come here. The term is attributed Sean Lemass (PM Irish from 59-66). But Lemass said he has the phrase from JFK. Robert Rubin used to say that often, and that's probably why you're familiar with the term.
