Using titanium dioxide or zinc oxide as sunscreen and efficacy against UV radiation?

I am a solar house and I was hoping to get some clarity on the physical blocks, especially titanium dioxide and zinc oxide. I want to know who, if they are either better at blocking UVA, UVB and UVC (a problem in Australia) radiation. Is there a disadvantage or an advantage to use two, or separately? I know that the maximum allowed 25% solution either, would there be an advantage to using a solution of 12.5% of both? I have a tan Based in Nice. I will suspend the solution in a coconut, soybean and olive oil. I intend to wear protective clothing and Sun it will be applied only to exposed skin. So if you have any ideas, comments or suggestions please share them with me. I also am aware that I can buy just as effective, if not more effective lotions commercially prepared but I do not want to do that anytime soon. I have allergies too many and too many sensitivities and an independent streak. Thank you all.

Both substances are mainly simple physical blocking agents that have broad absorption spectrum of wavelengths of light such as UV-A and UV-B (not sure of UV-C, but thought they would work well against it too). The logic and deduction of 25% max is probably more frm the point of view of treatment for reasons toxicalogical. You would need to use Pharmaceutical grade ZnO and TiO2 to ensure that you have no heavy metals, arsenic and cadmium in the mixture. Also you will need a Anti-insurance agent (antioxidant - oil, wheat germ will work, or Vit E). Your problem with "home production" will be one of consistency - you need to ensure the oxides are reduced to micron or sub-micron design and a "tight" the dispersion of particles (ie all particle size same - for example + / - 50%). For a product aesthetically pleasing, perhaps even a nano-dispersion of particles - they give a "non-bleaching" sunscreen type.
