can you seal a basement in the old tile glue and efflorescence minor?

I intend to wash the floor Concrete poured well but have no plans to remove old tile glue. I plan to install a new subfloor with these slabs of wood covered with plastic sold in filing and what not. There are minor moisture problems and I am looking to seal the walls too. Any suggestions? How about a self leveling floor compound used in glue tiles?

Moisture Problems Axis will turn into major problems if you do not answer. Especially if you consider laying anything on the wood sub-floor basement or not. It only deals simply with the moisture content by liquid water but also water vapor / moisture. Wood itself, when they are absorbed by moisture expand and contract and cause warping, I'm sure you knew. If you actually get moisture coming up through the floor concrete, do not try to repair it yourself because you will not succeed. Get an expert to assess your basement.
