CPU Maxed Out - HELP - Need Computer geniuses?

Ok, I just bought a used laptop that seems to be in perfect condition. It is a Compaq Presario 1500, 2.0 Ghz, 512 MB RAM, 30 GB HD. I can not even go to YouTube and watch any more than a minute before he not reduce to a halt. When I pull up perf system, it shows me maxed at 100% after a couple minutes, it will fall to 5-10%, the more it will return to 100% for a few minutes. I stopped all non-microsoft service, I ran Norton and there is no virus, then I disabled that too. I have nothing in startup. And when I do Ctrl-Alt-Del and outsource its almost minimal.
